The residents are currently under strict water restrictions, and are limited to about 13 gallons of water a day. authorities believe that about 50% of citizens are still using more than their daily allowance. as the drought gets worse and the water supply decreases authorities are, "rushing to build desalination, aquifer and water-recycling projects -- and help stretch the current supply, but officials say residents need to step up, too."

I feel like this isn't a surprise and that this might become something we see more often happening to cities. It seems that ignorance might be the end of a city, unless the drought goes away. Even if everyone would remain on steady on using 50 liters of water a day I still would have doubts that it won't last.
